Qatar has successfully turned the tide in its confrontation with Israel, employing a shrewd summit strategy that has fundamentally shifted the power dynamic between the two nations. An emergency meeting of Arab and Islamic leaders in Doha acted as the fulcrum for this shift, moving Qatar from a defensive position to one of strength and initiative.
Initially, the power dynamic heavily favored Israel following its military strike and the issuance of an ultimatum by Prime Minister Benjamin Netanyahu.
